Cost of Conflict in Sri Lanka

Creative analytical tools developed by the Strategic Foresight Group were used in the Cost of Conflict in Sri Lanka report to assess the impact of conflict on different sections of the Sri Lankan economy and society and its comprehensive impact on the future of the nation. The report not only builds on studies evaluating the direct costs of conflict such as human deaths, increased military expenditure, or economic losses in the form of lowered foreign direct investment and losses in tourism. The report establishes a direct link between the ongoing ethnic conflict and the steep rise in defence spending. For instance, Sri Lanka's defence expenditure as a percentage of its GDP is not only the largest in South Asia but also higher than other conflict-ridden countries such as Colombia, Myanmar, Sierra Leone, Sudan, the Philippines, and Uganda. It exposes the effects of a two decade plus conflict in promoting societal corrosion, segregation, political polarization and regional disparity. The report also forecasts 2005-2010 scenarios for Sri Lanka under differing situations of peace, ceasefire and conflict.
