P5 Experts on Nuclear Risk Reduction

Strategic Foresight Group and the Geneva Centre for Security Policy convened an P5 experts' roundtable on 'nuclear risk reduction' involving the participation of experts from China, France, Russia, UK and the United States. It took place at Geneva on 11-13 December 2023.

 This is a rare independent initiative bringing together experts from the P5 countries in person to discuss concrete measures to reduce the risk of a nuclear war. It is inspired by the Normandy Manifesto for World Peace issued in June 2019. It recognises the significance of the P5 Joint Statement on avoiding nuclear wars issued on 3 January 2022, and calls for similar declaratory measures by P5 governments including one strengthening the moratorium on nuclear testing.

 The independent initiative is different from the official P5 process launched by the P5 governments. Under the official process, technical experts and young professionals have been meeting from time to time.

 The roundtable in Geneva particularly urged the P5 governments to examine the interface between Artificial Intelligence and nuclear command, control and communication. The roundtable made specific recommendations in this context including an appeal for a joint declaration by the P5 countries to retain human in the loop of the nuclear command support for dialogue between AI and nuclear experts.

 The roundtable resulted in a Co-Convenors' Summary capturing the sense of the house, though it is not a consensus document.
